Please read the Proposal. The Mayor states that lourdes will not come after you for non payment. Gloucester City doesn't sue people for non payment if they do not have insurance as your taxes cover the service.
Lourdes explains in the proposal how you will be billed.
Also they are non union and eight union employees lost their jobs so this company could come into Gloucester. These employees were from Gloucester City.
